Most places will be willing to train a tech. I've been one for 8 years and I don't know any techs who had formal training at like, a technical school or anything. As long as you're reliable and not a total moron, they shouldn't mind training you.
I'm in NY, though, where they don't officially recognize NAtional Certification, so I don't know how it differs in other states.

Yes.
No state requires an Associates degree to be a Pharm Tech.
Reply:In most states you need an AA degree in that. Some states allow a 9 month program at a community college.
You can work in a pharmacy as a helper without any training but will be able todo limited things.
